It was God Himself who hardened evil Pharaoh’s heart so that he would not release the Israelites from bondage:

As evil as he was, God used Babylonian king Nebuchadnezzar — who He called “my servant” — to siege Jerusalem three times, and ultimately to destroy it — along with the Temple — and then to take the Jews captive for seventy years. He used the Assyrians and the Romans in the same way.
“Behold, I will send and take all the families of the north, saith the LORD, and Nebuchadrezzar the king of Babylon, my servant, and will bring them against this land, and against the inhabitants thereof, and against all these nations round about, and will utterly destroy them, and make them an astonishment, and an hissing, and perpetual desolations.” Jeremiah 25:9, KJV
“And now have I given all these lands into the hand of Nebuchadnezzar the king of Babylon, my servant; and the beasts of the field have I given him also to serve him.” Jeremiah 27:6, KJV
